JOB DESCRIPTION
The Network Design Engineer must have mastery of the fundamental connectivity and inner workings of the network and is accountable for the research and implementation of network design plans and the monitoring of network facility utilization. This will include but not be limited to the following facilities; network transport systems, data transport systems, trunking facilities, radio systems, subscriber carrier systems, special access circuits and voice switching facilities. Performs duties under the direction of the Network Design Manager. Must exercise discretion, sound judgment, on behalf of the Engineering department and the Company, when investigating, analyzing and summarizing information to provide accurate and concise recommendations on the deployment of network plans, network performance and facility utilization. This position will support the Ponderosa and Table Top Telephone network projects as assigned by the department manager. In addition, frequent travel throughout Table Top and Ponderosa exchanges is an essential function of this position. This includes air travel and extended stays to support and facilitate project management in the Ponderosa and Table Top exchanges. In addition, this position requires demonstrated leadership, a willingness and ability to take upward customer escalations, ability to assist in the training of co-workers, possession of advance judgment; to recognize a situation in advance & make sound judgment on an initial course of action. The Network Design Engineer is expected to utilize and apply their collective knowledge and experience to solve complex network designs or handle complicated projects in a timely manner.
PRINCIPAL ACCOUNTABILITIES
DAILY
- Monitors and analyzes network transport facility utilization, including subscriber carrier transport facilities, fiber transport facilities, data transport facilities, radio transport facilities and inter-exchange trunk facilities Monitors and analyzes affiliate company (ISP) server design and utilization, as well as Data transport facilities and utilization and augments as required
- Prepares network facility augmentation plans
- Monitors and analyzes ADSL transport facilities and augments as required
- Provisions central office and remote electronic equipment
- Engineers COE and Transmission work orders and develops plans and specifications for transport facilities
- Engineers facility rearrangements
- In all areas of engineering design and development of plans and specifications, must ensure applicable RUS specifications are being utilized and adhered to
- Prepares RUS form 397, form 525 and form 773 contracts as appropriate
- Prepares accurate cost estimates
- Coordinates completion and cut-over of work orders with Outside Plant, Central Office and Customer Support personnel
- Inspects projects in progress for compliance with specifications
- Inspects completed projects and as-built packages
- Performs routine COE engineering, cut-over schematics, transmission designs, rearrangement of facility

counts, and design of service affecting work orders
- Understands and accepts the necessity for reporting to work on time, and is ready and able to perform the duties and responsibilities of the position on a daily basis

- Proactive involvement in the Company’s Safety Program, including compliance with all rules and regulations, and for continuously practicing safety while performing their duties
PERIODIC
- Prepares weekly project status reports on major projects
- Assists in the status tracking and implementation of the department’s annual project list. ? Prepares contracts of assigned projects for submission to contractors/vendors? Researches information for FCC/State Utility Commissions/RUS inquiries
- Actively interfaces with customers, agencies and other employees concerning facility requirements? Reviews and makes contact with customers and/or on complaints resulting from work order activity? Attends pre-construction conferences/meetings
- Assists with performing acceptance tests and completing test results sheets
- Identify need and coordinate relief of exhausting facilities with Senior Engineer COE and Senior Engineer - Network Planning
- Available to travel to one or more of the Table Top or Ponderosa exchanges with little advanced notice? Available to remain in these locations for extended periods of time (2 weeks or more)? Available to travel out of the area for training, workshops, vendor presentations and other resources to facilitate a sound network

- Bachelor degree, emphasis in electronic engineering or related field desirable
TECHNICAL REQUIREMENTS
- Computer literate with emphasis on Microsoft Office
