Responsible for the day-to-day activities related to operations, repair and maintenance of the existing Fiber OSP network. This role will focus primarily on responding to and addressing conduit and cable hits and outages, forced infrastructure relocations, city and suburban municipal and/or resident complaints and inquiries, and preventative maintenance, while supporting other aspects of the Fiber network development and expansion, maintaining accurate GIS and fiber splicing records. The position will support the Fiber Management team and work across other network construction teams within the area, as well as provide support to Fiber cross-functional teams to improve the quality of processes, deliverables and the end-to-end customer experience. This position is accountable for their assigned team and area, when applicable, for delivering KPIs including but not limited to OpEx spend, MTTR, customer satisfaction, and records quality.
 

  • Supervise local assigned general contractors to 24/7 Break-Fix, emergency repair support in designated shifts (Day/Night/Weekend). 

  • On-call manager for nights and weekends.

  • Provide support to Fiber upper management for the assigned areas respective OPEX spend and budgets

  • Respond to escalations from city and municipal leaders on restoration issues and concerns

  • Develop a program for ‘Preventative Maintenance’ to keep the resiliency and quality of the OSP network infrastructure in best condition

  • Maintain knowledge of technology in use, and/or under development for its impact or potential impact on the operational business process

  • Maintain quality service by understanding and enforcing organization standards

  • Supervise dynamic team of internal and external resources for the purposes of (including but not limited to)

    • Management of external vendors necessary for timely completion and cost-effectiveness

    • Initial construction reviews in accordance with project specifications for permanent repairs

    • Oversee all fiber relocation projects, managing schedule, and resources on all projects for permanent repairs

    • Ensure that all relocation and repair jobs are maintained in a project tracking system (when necessary) with complete accuracy.

    • Ensure all work is completed in accordance with Fiber construction standards, processes, and procedures. Act as a key contributor to continued growth and improvement in each of these.

Education/Certifications
 

  • High school diploma or equivalent required

  • Bachelor's degree in Architecture, Engineering, or Construction related field or equivalent work experience preferred

  • A valid driver’s license required

Experience/Minimum Requirements

  • Three (3) to five (5) or more years construction experience, at least three (3) or more years direct fiber optic splicing experience required. At least two (2) or more years of supervisory contractor splicing and construction experience required, three (3) to five (5) or more years preferred.

Recommended Experience

  • 3+ year of experience performing (or equivalent work experience):

    • Direct supervision/management of employees

    • Fiber engineering design and construction implementation experience

  • Experience with optical test equipment including OTDR, PMD, Optical Spectrum Analyzer

  • Working knowledge of OSP network construction standards (aerial and underground)

Expectations

  • Excellent leadership, interpersonal, verbal, and written communication skills

  • Proven people and project management skills

  • Candidate has a strong background in and a good working knowledge of fiber optic infrastructure engineering, construction, and restoration methods

  • Familiarity with Outside Plant (OSP) and Inside Plant (ISP) installation standards and practices

  • Ability to diagnose work flow problems and institute remedies

  • The individual must possess and employ the highest ethical and business standards and always conduct himself/herself with the greatest degree of professional integrity.

  • Position needs to be able to operate in a fast-paced customer focused environment handling multiple priorities at a time

  • Position must be available for emergency support on a 24 hour X 7 day basis

  • Personal commitment to safety, integrity, and continual professional development

  • Strong Microsoft Office (Excel, Visio, Word and PowerPoint) skills
