Subcontractor Sourcing & Management Manager
Full-Time | On-Site with Travel
Locations: Plymouth, MI | Akron, OH | Indianapolis, IN | Kalamazoo, MI

Broadstaff is partnering with a leading telecommunications construction firm to identify a Subcontractor Sourcing & Management Manager. This role is responsible for building, onboarding, and managing a high-performing subcontractor network to support fiber, aerial, underground, and civil telecommunications construction projects across multiple markets.

Position Summary
The Subcontractor Sourcing & Management Manager plays a critical role in supporting telecom construction operations by identifying, qualifying, onboarding, and managing subcontractor partners. This individual will lead subcontractor sourcing strategies, ensure compliance and performance standards are met, and work closely with construction, project management, estimating, and executive leadership to meet production goals.

This role requires regular travel to active and developing markets to evaluate crews, build relationships, and support field operations. The position is office-based with travel and is not remote or hybrid.

Key Responsibilities Subcontractor Sourcing & Development
  • Identify, recruit, and develop qualified subcontractor crews for telecommunications construction projects including:
    • Fiber optic construction
    • Aerial and underground work
    • Directional drilling and civil construction
    • Drop bury and restoration
    • Splicing and testing
  • Build and maintain a strong, scalable subcontractor pipeline across multiple markets
  • Attend industry events, job fairs, and networking opportunities to expand subcontractor relationships
  • Track market trends and proactively adjust sourcing strategies

Subcontractor Qualification & Onboarding
  • Lead subcontractor prequalification, vetting, and approval processes
  • Conduct subcontractor evaluations including:
    • Experience and production verification
    • Equipment and crew capability review
    • Safety history and compliance assessment
    • Insurance and licensing verification
  • Coordinate onboarding documentation, including:
    • Master Service Agreements (MSAs)
    • Insurance certificates
    • W-9s and compliance documentation
  • Create and maintain a streamlined, transparent onboarding process

Relationship Management & Performance Oversight
  • Serve as the primary point of contact between the company and subcontractors
  • Build long-term, collaborative subcontractor partnerships
  • Negotiate subcontractor rates, pricing agreements, and contract terms
  • Track subcontractor performance metrics including quality, safety, and production
  • Address performance issues and support corrective action plans when necessary
  • Approve weekly subcontractor invoicing
  • Assist operations teams with formal subcontractor communications and notices

Cross-Functional Support & Reporting
  • Partner with Construction and Project Management teams to forecast labor needs
  • Support estimating and pricing teams by developing target subcontractor pricing using market research and historical data
  • Maintain accurate subcontractor databases, documentation, and reporting systems
  • Provide reporting and insights to executive leadership and business development teams
  • Support company growth initiatives through subcontractor capacity planning and market expansion

Qualifications
  • 3–7+ years of experience in subcontractor sourcing, vendor management, telecom construction, or operations
  • Telecommunications construction experience strongly preferred
  • Working knowledge of:
    • Fiber optic, aerial, and underground construction
    • Civil construction and directional drilling
  • Understanding of subcontractor compliance requirements (insurance, licensing, safety)
  • Strong negotiation, communication, and relationship-building skills
  • Ability to manage multiple markets and priorities simultaneously
  • Highly organized with strong attention to detail
  • Proficient in Microsoft Office (Excel, Outlook, Word)
  • Valid driver’s license and ability to travel

Preferred Experience
  • Experience sourcing and managing directional drill, splicing, and underground subcontractor crews
  • FTTH project experience
  • Multi-state subcontractor network development
  • Prior experience negotiating subcontractor pricing and agreements
  • Bachelor’s degree in Construction Management, Engineering, Business, Supply Chain, or related field

Travel Requirements
  • Regular travel to active and emerging project markets
  • Occasional overnight travel
  • Field site visits required
